Where do solar panels come from? Brands, factories and the supply chain

Most solar panels trace back to China, which holds more than 80% of global capacity across all manufacturing stages and around 97% of wafer production. Panels pass through four stages (polysilicon, wafer, cell, module) before assembly, often crossing borders, even when the final label reads made elsewhere.
Most solar panels trace back to a handful of Chinese factories, pass through several countries before assembly, and arrive on your roof wearing a brand that may have touched only the final step. Understanding the four-stage supply chain (polysilicon, wafer, cell, module) tells you why panels cost what they do, why that price differs so sharply by country, and what the "Tier 1" badge on your installer's quote actually means.
The chain: sand to module
A solar panel starts as quartz sand, which is mostly silicon dioxide. Four stages turn it into something that makes electricity.

The polysilicon stage uses enormous amounts of electricity, so refiners build where power is cheap. The wafer stage is the most concentrated: worldwide solar wafer production totalled 804 GW in 2024, and around 97% of it came from China (IEA-PVPS Trends in PV Applications 2025). Module assembly is the easiest stage to enter, which is why assembly plants exist on most continents even when the cells inside them were made elsewhere.

Why the map points to a few places
China spent two decades building scale, cheap industrial power, and entire industrial parks where each stage sits next to the next. Across all manufacturing stages (polysilicon, wafers, cells, and modules) China holds more than 80% of global capacity, and at the wafer stage that figure reaches around 97% (IEA, Solar PV Global Supply Chains). No other country comes close at any single stage.
Each doubling of cumulative production knocked roughly a fifth off the price: a learning rate of around 20%, consistent with the decades-long cost decline IRENA documents (IRENA, Renewable Power Generation Costs in 2023). That learning curve is the main reason a panel that cost several dollars per watt in 2010 now sells for cents per watt at the factory gate.
Other regions are building back capacity. The United States added module assembly quickly after the 2022 Inflation Reduction Act introduced per-watt manufacturing credits under Section 45X: $0.07 per watt for finished modules, $0.04 per watt for cells, and $3 per kilogram for solar-grade polysilicon (US DOE, Federal Tax Credits for Solar Manufacturers). India is backing its own factories through production-linked incentives. Europe assembles modules but still imports most cells and wafers. Even a panel labelled "made in" your country likely carries a wafer that crossed at least one border before reaching you.
What "Tier 1" actually means
Your installer will probably call a panel "Tier 1" as if it were a quality grade. It is not.
The list most people mean comes from BloombergNEF. To qualify, a manufacturer must supply modules for at least six separate projects, each backed by non-recourse financing from at least six different banks, each 10 MW or larger, all completed within the past two years. That is a test of financial bankability (whether large banks will lend against a project using those modules without requiring extra guarantees), not a test of how the panel performs on your roof.
A Tier 1 maker is less likely to vanish before your 25- or 30-year performance warranty expires, which matters because a warranty from a bankrupt company pays nothing. Treat the label as a rough answer to "will this firm still exist in 2040?" and judge the panel itself on its specification sheet: efficiency, temperature coefficient, degradation rate, and warranty terms. Two panels with the same Tier 1 badge can differ by 3 percentage points in efficiency and years in warranty depth.

Tariffs, trade and what reaches your roof
Where you live changes which panels you can buy and what they cost. The picture shifted in 2025 and early 2026.
United States. The Section 201 safeguard tariffs (which ran as high as 30% when introduced in 2018 and had dropped to 14% by their final year) expired on 6 February 2026 (Solar Power World, Feb 2026). Section 301 tariffs on Chinese-origin cells, modules, polysilicon, and wafers remain in effect at 50% or higher. Separately, the Commerce Department issued final anti-dumping and countervailing duty (AD/CVD) determinations in April 2025 covering modules assembled in Cambodia, Malaysia, Thailand, and Vietnam, with rates that in some cases exceed 3,500% for non-cooperating producers (Norton Rose Fulbright, Apr 2025). New investigations covering India, Indonesia, and Laos are pending in 2026. A separate Section 232 national-security investigation into solar-grade polysilicon, initiated in July 2025, had reached the President for a decision by mid-2026 with no tariffs yet imposed; if it results in restrictions, upstream costs could rise. American buyers pay more per watt than buyers almost anywhere else; the IRA manufacturing credits aim to offset that by rewarding domestic production.
European Union. The EU dropped its solar anti-dumping duties in 2018 and has not reimposed a broad tariff since. European panel prices track the world market closely, and more than 400 European industry bodies have opposed any return to trade-defence measures on solar products (SolarPower Europe, 2025).
Rest of world. The UK, Australia, and most of Asia also buy near world prices, though Australia's small-scale technology certificates (STCs) reduce the net cost by roughly 30% at the point of sale.

What is a solar wafer?
A wafer is a thin slice of silicon crystal, cut from a larger ingot, that becomes the base of a solar cell. It is thinner than a sheet of paper. Almost all wafers are made in China, which is why the rest of the supply chain depends on Chinese inputs even when assembly happens elsewhere.
Will new factories reduce China's dominance?
New US, Indian, and European module factories are reducing the assembly gap, but building competitive wafer and polysilicon plants takes years and enormous capital. The IEA expects China to maintain 80–90% of global solar manufacturing capacity through the late 2020s (IEA, Solar PV Global Supply Chains).
