Solar panels in Hamburg
PVGIS climate data puts Hamburg at roughly 955 kWh per kWp each year, so a typical 6 kWp roof makes around 5,730 kWh. Since 1 January 2023, owners of new buildings in Hamburg must install and operate PV covering at least 30 percent of the gross roof area. Three verified local rules and their sources are listed below. Across all 41 cities on Solar Figures it sits 38th for yield. Compared with the Germany reference point on our country page, Hamburg produces 6% less per kWp. Of the 4 cities we model in Germany, Hamburg has the lowest yield. Munich gets 1,097 kWh per kWp. May is the strongest month at about 739 kWh and December the weakest at 136 kWh, a 5.4x swing.

Hamburg PV mandate for new builds and roof renovations
Since 1 January 2023, owners of new buildings in Hamburg must install and operate PV covering at least 30 percent of the gross roof area. Since 1 January 2024 this also applies to existing buildings when the roof undergoes substantial renovation, with at least 30 percent of the net roof area.

Solar green roof subsidy (Hamburger Gründachförderung)
Hamburg's green roof programme, run by IFB Hamburg, subsidises the mounting structure of a solar system combined with a voluntary green roof at 40 percent of eligible costs, capped at 50 euros per square metre of module area. The city says the solar green roof incentive runs until 31 December 2026.

How Hamburg compares
Hamburg ranks 4 of 4 for yield among the cities we model in Germany, and 38 of 41 across every country on Solar Figures. Within one country the prices are the same, so a payback gap between these cities comes from sunshine alone.
| City | kWh per kWp / yr | Payback (EUR) |
|---|---|---|
| Munich | 1,097 | 7.5 yrs |
| Berlin | 1,022 | 8.1 yrs |
| Cologne | 1,003 | 8.3 yrs |
| Hamburg | 955 | 8.7 yrs |
| National reference point (country page) | 1,013 | 8.2 yrs |
Closest yield abroad: Birmingham (940 kWh per kWp), London (988 kWh per kWp), Utrecht (991 kWh per kWp).
What moves the payback in Hamburg
Power you use yourself is worth the retail price (€0.37 per kWh); power you export earns €0.078. So the share you use at home, by running appliances in daylight or adding a battery, changes the payback. The system cost stays the same in every row (a battery would add to it).
| Used at home | Year-1 savings | Payback |
|---|---|---|
| 20% | €773 | 10.8 yrs |
| 30% (our default) | €939 | 8.7 yrs |
| 50% | €1,270 | 6.3 yrs |
| 70% | €1,602 | 5.0 yrs |
- Net system cost after incentives: €7,800 for 6 kWp.
- Incentive modelled: 0% VAT (Nullsteuersatz), embedded in net cost.
- 25-year net savings at our default: €23,631.
Best panel angle in Hamburg
At latitude 53.55°N, PVGIS finds the fixed tilt and direction that maximise yearly output. Our figures use a common 35° roof; the table shows what the optimum adds.
| Setup | Tilt | Facing | kWh per kWp / yr |
|---|---|---|---|
| Standard roof (used on this page) | 35° | south | 955 |
| PVGIS optimum | 39° | south (177°) | 957 |
The optimum adds 0.2% a year over the standard roof in Hamburg. Most of a roof's value comes from its direction: a roof facing away from the equator loses far more than a few degrees of tilt.
